Alternative Entry Pathway (AEP) to Bring in Better Quality Workers and Foreign Worker Job Matching (FWJM) Programe

What is it?
Currently, new Construction WPHs are required to attain their Skills Evaluation Certificate (Knowledge) [(SEC(K)] qualification to ensure that they are equipped with the basic trade knowledge and skills competency before coming to Singapore to work. To enable employers to have higher ownership to bring in better quality workers with appropriate skillset and deploy workers in the relevant trades which they were trained in, skilled at and experienced at the source country, BCA has worked with Ministry of Manpower (MOM) and industry partners to pilot alternative entry pathways for employers to bring in skilled workers from overseas to improve the productivity in the construction sector.  The quality of these workers under the alternative entry pathway should be at least on par or better than a SEC(K) qualified worker and the employment or placement costs borne by the workers committed by the entity and the employer should similarly be lower.

The migrant worker AEP is a new initiative launched by Chiangmai Skill Development School to help Singapore employers quickly recruit skilled construction workers while significantly reducing the recruitment fees these workers have to pay.

Workers recruited through this pathway bring relevant construction experience and hold vocational certificates accredited by the Thailand government. Their experience not only equips them to work more efficiently but also gives them a better understanding of what to expect in Singapore, allowing them to adjust more quickly to the work environment. This contributes to increased productivity and a smoother onboarding process.

Direct of skilled workers with experience

Chiangmai Skill Development School, as the Singapore partner of this AEP, will liaise with each employer to understand their specific requirements and then work closely with Santarli With their reputation and extensive network across Thailand, CSDS is well-equipped to training skilled workers who meet each employer’s unique needs. Many of these workers also have experience working abroad, which further enhances their suitability for roles in Singapore

No cost to employer and minimal fees paid by migrant workers

The costs of migration will be borne by the workers. CSDS will keep the cost incurred by workers at a minimal level to ensure that they are not overburdened financially. Lowering the cost of migration not only makes this migration pathway more attractive to workers but also enables employers to draw the best talent from Thailand to Singapore.

Enhanced Worker Preparation Beyond SEC(K) Test

Chiangmai Skill Development School training encompasses technical skills and workplace safety, ensuring workers are not just SEC(K)-ready but also well-prepared for their roles. Engaging in this program grants access to a pool of better-trained and equipped workers. After the workers arrive in Singapore, Santarli will arrange for them to go through familiarisation training and testing at the Singapore Engineering and Construction Accredited Training and Testing Centre (ATTC).
